BvF provided comprehensive roadway design and traffic engineering services for the rehabilitation of the Pennsylvania Avenue Bridge over Rock Creek in Washington, D.C. As a structurally deficient bridge on DDOT’s list, this project aimed to repair structural deficiencies and extend the bridge’s service life. During the Investigation Phase, BvF conducted field observations to identify existing sidewalks, curb ramps, underwalk drains, pedestrian crossings, pedestrian refuge areas, bus shelters, and other pedestrian facilities within the District right-of-way that were not ADA compliant. BvF made recommendations to address these issues and collected an inventory of existing low clearance signs on Rock Creek Parkway and trail, preparing a report with recommendations for modifications and new signs.
In the Design Phase, BvF developed construction plans, specifications, cost estimates, construction schedules, and other bid documents for the rehabilitation of the bridge’s superstructure and substructures, and the reconstruction of the approach roadway. BvF designed the horizontal and vertical alignment of the approach roadway, prepared Construction Plans, Profiles, and Cross Sections, and developed Traffic Control and Traffic Staging Plans for both Pennsylvania Avenue and Rock Creek Parkway. BvF assisted in incorporating innovative and accelerated project development and construction techniques to minimize disruption and ensure timely, budget-friendly completion. BvF also prepared the Traffic Impact Study report, summarizing existing traffic conditions and potential detour routes.
The Executive Director for Advisory Neighborhood Commissions (ANC) 2A, 2B, and 2E praised the Project Team, stating, “I have honestly never seen a major roadway project go so smoothly, especially with all the traffic changes that this project involved.”
