The NYC Department of Design and Construction (NYCDDC) aimed to enhance safety and repurpose space under the Brooklyn Queens Expressway (BQE) at Park Avenue and Grand Avenue. The project realigned traffic to improve safety and created a new public space for the community.

Task 1: Traffic Study
As the prime consultant, BvF provided Traffic Design Services, including data collection, traffic analysis using Synchro software, and developing vehicular and pedestrian flow maps. BvF also conducted crash/collision data analysis and compiled a comprehensive report with findings and design recommendations.

Task 2: Preliminary and Final Design
BvF was responsible for preliminary and final design services, including:

  1. Traffic Signal System Design: Developing traffic signal plans, timing, phasing, and estimates for signalized and unsignalized intersections.
  2. Street Lighting System Design: Conducting photometric calculations and preparing lighting plans according to NYC DOT and other standards.
  3. Unified Stormwater Design: Designing Stormwater Management Practices (SMP) to manage runoff and meet water quality goals.
  4. Landscape/Urban Design: Overseeing QA/QC for urban design and landscaping, including tree inventory and impact mitigation.

This project focused on enhancing pedestrian safety, improving traffic patterns, and repurposing space beneath the BQE for public use.
