As part of DC Water’s continuing effort to upgrade critical infrastructure, the Blue Plains Advanced Wastewater Treatment Plant Construction Management Basic Ordering Agreement (BOA) was established to deliver construction management services across a series of major task orders. BVF Engineering, Inc. was engaged under this BOA to provide specialized support in construction scheduling and cost estimating. The scope of work includes reviewing baseline construction schedules for conformance with contractual and operational requirements, analyzing monthly schedule updates, and preparing Engineer’s Estimates for proposed change orders to ensure budgetary alignment and cost control. 

The Biosolids Curing Pad task order involves the construction of a new roofed, open-air structure designed to support biosolids drying and processing at the Blue Plains facility. The project includes auger cast pile foundations, a pre-engineered metal building, solar power integration, and associated site development elements such as access roads and stormwater modifications.  

BVF Engineering, Inc. has been supporting this task order with scheduling and cost estimating services under the Construction Management BOA. BVF has provided ongoing review of the contractor’s construction schedule submissions, facilitated coordination meetings, and supported progress tracking through regular updates. BVF’s work has contributed to schedule compliance monitoring and cost alignment as the project progresses through planning and construction phases.
