DC Water’s Lead Free DC (LFDC) program aims to replace all lead and galvanized service lines across the District of Columbia by 2030. BVF Engineering supports this citywide initiative by delivering multi-disciplinary design services across several concurrent programs, including the Block-by-Block program, Voluntary Replacement Program, and Small Diameter Water Main Replacement Program (SDWMR). BVF’s responsibilities include Subsurface Utility Engineering (SUE), surveying, water main design, traffic control planning, permitting coordination, and pre-construction documentation.

As part of the SDWMR effort, BVF Engineering prepares Erosion and Sediment Control (ESC) Plans to secure permitting approvals from the Department of Energy & Environment (DOEE). ESC measures are required for all construction packages involving water main replacement due to earth-disturbing activity. BVF has prepared or is preparing ESC Plans for several such packages, including CP 8, CP 15, CP 16, CP 18, CP 19, SDWMR 18B (Nevada Ave), and the Alton Pl NW package—covering approximately 5.9 miles of construction activity. These plans are coordinated with Traffic Control Plans (TCPs) and Surface Restoration Plans to ensure regulatory compliance and environmental protection throughout construction.
