The New York City Department of Design and Construction (NYCDDC) initiated the redesign of Park Avenue beneath the Brooklyn Queens Expressway (BQE) to improve traffic safety and pedestrian accessibility while transforming underutilized space into a new public amenity. The project realigns roadways, enhances pedestrian infrastructure, and integrates streetscape improvements to better serve the surrounding community.

As part of the preliminary and final design efforts, BvF Engineering developed the Unified Stormwater Management strategy in accordance with the NYC Stormwater Manual (2022). The scope included drainage area planning, geotechnical data analysis, SWPPP methodology, and water quality calculations. BvF designed schematic layouts for proposed Stormwater Management Practices (SMPs), addressing siting, sizing, erosion and sediment control, and cost estimating. Stormwater permitting support and SWPPP documentation were prepared and delivered at key project milestones.
