Selected as an MBE Subconsultant to a major transportation Joint-Venture Team, BvF performed comprehensive preliminary and final design services by providing procurement services. The I-95 at Belvidere Road Interchange Design-Build project consisted of the design and construction of a new grade-separated interchange along I-95 and Belvidere Road in Cecil County, Maryland. This project, approximately 3.75 miles long, included the removal of the existing Belvidere Road bridge over I-95 and the construction of a two-span jointless bridge to carry the new Belvidere Road section over I-95. Additional improvements included the reconstruction and widening of Belvidere Road, installation of a culvert to carry the conveyor system under the northbound I-95 ramps, new traffic signals, new retaining walls, new sign structures, new ITS devices, and new highway lighting. This project supports both ongoing and planned economic development along the Belvidere Road corridor, providing nearby distribution centers and freight hubs direct access to and from I-95. It was also a recipient of a USDOT Better Utilizing Investments to Leverage Development (BUILD) $20 million grant.
BvF was responsible for providing procurement services, specifically:
- Review of the conceptual design drawings in the highway, drainage, traffic, pavement, utility, and structural disciplines
- Review of Request for Qualification (RFQ) documents
- Review of the Request for Proposal (RFP) documents
- Review of Proposers’ Alternative Technical Concepts (ATCs)
- Preparation and participation in one-on-one meetings with Proposers
- Review and response to Proposers’ confidential/non-confidential questions
